[#1692] fix user method error when not logged in

Make sure $u is defined when doing permission checks for
displaying notification settings for other users. Otherwise
the page doesn't display for logged-out viewers.

Fixes #1692.

Clarify extradata options on entry success

Related to #1641 and friends.

* Security information was misleading when posting to a community
rather than a personal account.
* When posting to custom filter(s), the names of the filter(s) in
question are now specified.

Refactor and simplify code for printing entry visibility when
submitting a new post or edit. Use global en.dat for translation
strings instead of repeating in various page contexts.

Also fix a couple of small issues in update.bml from recent
commits - use correct user object, and add space before subject.
